and the married quarters required for their personnel and
the naval magazines should be moved from the south to the
north side of the harbour. In rder to have definite
figures to work with, I shall assume that this will be done:
but whatever decision is made on these points, all the
remainder of Victoria Cantonment and a part at any rate of
Whitfield Barracks would be transferred to the Colonial
Government.
3. I consider that the advantage to the War Department
would be very great.

The 88 Co. R... would have new barracks adjacent
to Belchers Battery, where many of then work, and
much nearer than they are at present to mount Javis,
where the remainder work. There would be room for
two or three tennis courts, but a site for a football
ground in this neighbourhood has not yet been found:
but they have none now. If this site should prove
unsatisfactory, possibly another could be found on the
slopes of mount Davis,
The British Infantry battalion would be all together,
instead of split into four detachments as at present;
and would have better barracks and ample recreation
grounds and manoeuvring ground.
(iii) The present Indian barracks will barely hold two
battalions: the H,k,S. ^‚Ý‚Ã, cen only be accommodated
oy squeezing out half an Indian pattalion and also
utilizing barracks intended for British troops. The proposed scheme would remedy this dearth of
accommodation and put the whole of the Indians in new barracks with plenty of recreation grounės and manoeuvring area. The present hockey grounds are held on very insecure tenure and no others can be
found in the neighbourhood,
